Born 1975 in Kyoto, Japan, Noguchi graduated from the Department of Oil Painting at Kyoto University of Art and Design in 1993. From 2000-2001, he worked as an assistant for the photographer Shomei Tomatsu. As a 5th generation descendant of a family of foil craftsmen in the Nishijin district of Kyoto, Noguchi returned to his birthplace in 2001 to prepare for succeeding the family business. Since then, he has also launched his career as a 'hakuga' artist - the term 'hakuga' meaning that Noguchi creates paintings with lacquer and foil.
Noguchi was awarded the Grand Prix of the Amuse Artist Audition in Kyoto in 2002. Since his first solo exhibition in 2004, he has participated in the 29th Grand Prix of The UENO Royal Museum Exhibition in 2011, and his works were shown in a multitude of solo and group exhibitions.
